The final decision on the controversial game moments is the responsibility of the main match referee. Therefore, when Video Assistant Referee (VAR) technology comes into play, it must provide the referee the ability to re-watch the video footage of the controversial moment with his own eyes, from various cameras and both at normal speed and in slow motion. Thus, the final referee decision is based on the results of such a review. 

The VAR system - the equipment and the VAR team - is tasked with providing informative video sufficient for making a decision. To shorten the in-game pauses caused by VAR usage, it is also necessary to speed up the referee review process itself.
